The inside is spacious enough for the occupant to not feel too confined, but not quite enough to fully unwind. After all, the Master's orders must be followed, right? A larger opening on the top of the cage allows the prisoner to stick their head out and carry out the Dominant's commands or, if they're being good, receive some affection. And if the inside bird gets tired or their legs cramp up, the larger openings on the bottom of the cage allow them to stretch out comfortably.
